Qualifications
Mark R. Linné, MAI, CAE, ASA, Managing Director of RMVS, has a varied background in appraisal. Mr. Linné is the Managing Director of RMVS/ValX, which specializes in complex residential and commercial appraisal issues throughout Colorado, and additionally, provides consultation support for Mass Appraisal and Appraisal Valuation Modeling throughout Colorado. He has been active in the development of adaptive valuation technologies including automated valuation models (AVMs) and was a member of the development team responsible for the creation of one of the first AVMs, capable of valuing over 750,000 residential properties along the Colorado Front Range. Mr. Linné has an extensive background in both appraisal and assessment, especially in areas melding the two disciplines. He serves as Vice Chairman of the Appraisal Journal Review Board, and is a member of the Educational Publications Committee and has served on the Communications Committee of the Appraisal Institute. Mr. Linné was one of the original members of the Ad-Hoc Committee on Computer-Assisted Appraisal for the International Association of Assessing Officers (IAAO). Mr. Linné has been active in both writing and lecturing, and has authored numerous articles on statistical analysis and the future of appraising, including those for Valuation Insights and Perspectives, Assessment Digest, and the Colorado Real Estate Journal, and was the recipient of the Donehoo Award for best article on assessment. Appraisal Valuation Modeling, a textbook co-authored by Mr. Linné and published by the Appraisal Institute in 2000, was a finalist for the prestigious Schmutz Award for best book on appraisal. Mr. Linné is one of only a handful of appraisers who hold the MAI designation of the Appraisal Institute; the Certified Assessment Evaluator (CAE) designation of the International Association of Assessing Officers; and the Accredited Senior Appraiser (ASA) designation from the American Society of Appraisers. Mr. Linné was nominated by Colorado Governor Bill Owens in 2000 to serve on the Colorado State Board of Assessment Appeals, and was re-nominated in 2002 and confirmed by the Colorado Senate.

M. Steven Kane, Commercial Division Director for RMVS, has worked as a statistical analyst in fields as widely varying as criminal justice, biometrics, and real estate appraising. It is in this latter area of discipline that Mr. Kane has excelled. He was the chief valuation modeler for the first residential AVM product developed in Colorado. This product was sold to and continues to be used by several major lending institutions in Colorado. Mr. Kane is presently developing the valuation architecture for a general econometric model for Colorado's front range and mountain resort markets. Mr. Kane has extensive experience as an author and on the lecture and seminar circuit, and was the co-author of the Appraisal Institute text, Appraisal Valuation Modeling, nominated in 2000 for the prestigious Schmutz Award. Mr. Kane was the developer of the Appraisal Institute's seminar on Appraisal Valuation Modeling, which has been presented on a nation-wide basis. Mr. Kane has extensive experience in all aspects of appraisal, and is a senior candidate for the MAI designation of the Appraisal Institute, pursuing this designation concurrently with a Master's Degree in Real Estate Appraising from the University of St. Thomas.
 
 
Michael Sullivan, Residential Division Manager of RMVS, has extensive experience in all aspects of residential appraisal and review having been appraising in Colorado since 1991. Mr. Sullivan's responsibilities include managing the front range residential appraisal operations of RMVS including review, training, product consistency, and quality control. Prior to joining RMVS, Mr. Sullivan worked as a commercial real estate broker for 5 years focusing on office and industrial properties. Mr. Sullivan holds an MBA in Real Estate and Finance from the University of Denver with a specialization in income property appraisal, real estate investment analysis, real estate taxation, real estate marketing feasibility, and statistical analysis methods.
 
 
James Bittel, a director of RMVS, has an extensive background in lending, as well as real estate appraisal and brokerage. Mr. Bittel was previously president of Wildrose Appraisal, which merged in 1999 with Rocky Mountain Valuation Specialists. Mr. Bittel has appraised real estate throughout Colorado including farm and ranch, commercial, business valuations, and complex residential properties. He is recognized as an expert in eminent domain matters, having testified extensively on the subject. Mr. Bittel is a member of the International Right of Way Association and has served as a Commercial Appraiser Instructor for the Center for Financial Training/American Institute of Banking. In addition to his specialty area, Mr. Bittel has a strong background in appraisal review, both internally for RMVS and for third party users.
 
 
John Seward, a director of RMVS, presently works as a senior commercial appraisal analyst for RMVS. Mr. Seward has a strong background in complex residential and commercial valuation, and has additional experience in the Assessment Field. Mr. Seward is recognized as an expert in the valuation of Apartment properties, and contributed to RMVS's apartment/condominium conversion study in 2001. Mr. Seward was previously the President of Peak Appraisals of Denver, which was merged into RMVS in 1999. In addition to his responsibilities in commercial valuation, Mr. Seward also serves as adjunct residential reviewer for the firm.
 
 
Tracy Sissel, a director of RMVS, manages our Eagle office, which currently specializes in the residential resort home markets of Eagle, Garfield and Pitkin Counties including the resort communities of Vail, Beaver Creek, and Aspen. Prior appraisal experience includes work in Summit, Lake, Park, Boulder, Weld, and Larimer counties. Mr. Sissel has been appraising in Colorado since 1993. His background includes real estate brokerage as well as having owned and operated a residential and commercial building inspection firm from 1990 to 1993. Mr. Sissel was president of Sissel Appraisals, which was merged into RMVS in 2000.
